Costume Exchange
Expand your network of possibilities. Ask friends and family if they'd be willing to trade and/or borrow costumes. Send an email, post on Facebook, put a note in your Mom's Club Newsletter, etc... Or make a night of it and have a party where everyone brings their old Halloween Costumes. (Make sure you write your name in your costume to ensure it returns.)

Challenge your older kids to see who can save the most money on their costume this year. Start them off with frugal cost saving skills that will last a lifetime!
